Wstęp
Dear Readers, The development of economy 4.0, competing on innovations and not on low labor costs, requires an appropriate quality of human capital, i.e. the human capital characterized with a unique quality, which is creativity. The creativity of employees is one of key factors determining the level of innovation of the Polish economy. This particular issue is discussed in the articles included in the current issue of the periodical. Czesław Sikorski focuses on the fact that the evolution of the function of organizational culture towards high tolerance of uncertainty demands active involvement of managerial staff in conscious shaping of the culture. The second element is the intensification of corporate training policy aimed at shaping the competences of coping with uncertainty, especially such competences as emotional intelligence, broadened perception and the ability of involvement in a dialog. The significance of the above is compared by Katarzyna Piwowar-Sulej, who in her article states that the organizational culture reflected in "avoiding uncertainty" is one of the impediments to creativity. The Author identifies the components of individual creativity based on the example of teachers, analyzing both the possibilities of creating the components in a workplace and potential restraints. Marta Juchnowicz, in turn, puts forward an idea that creativity is the competence of public sector employees and is the prerequisite for the sector efficiency. The shaping of this competence in public sector organizations requires a consistent application of New Public Management model as well as its evolution towards New Public Governance. According to the Author it is the management style supporting these competences that is the key significance. The article presents the analysis, evaluation and identification of barriers to the manager's impact on shaping creativity the public sector employees in Poland. The functioning of various areas of public sector is the subject of empirical researches presented in several articles in this issue. Janusz Strużyna and Izabela Marzec analyze relationships between the system of leadership, quality of superior?subordinate relationship and results of trainings in the aspects of employability, work quality and employees' effort in public organizations. The systemic approach to shaping organizational behaviors in public institution based on the Author's concept is presented by Ryszard Rutka and Małgorzata Czerska. Within the concept the Authors distinguished three managerial roles, and on the basis of empirical researches conducted in judiciary administration, they determine evaluation criteria for this roles as well as classify the criteria significance. The reality of judiciary administration is also discussed by Agata Austen and Anna Adamus-Matuszyńska, who present conclusions concerning internal communications in district and regional courts in the context of confidence building. Sports organizations provide a unique research field. Joanna Schmidt discusses the findings of the researches done on a randomly chosen sample of 381 sports clubs. The Author proves that the involvement of board members, sponsors and the ability of acquiring sources of funding are the key factors contributing to the success of those organizations. The following three articles discuss the problem of management in higher education institutions. Sławomir Kalinowski analyzes whether the rules of public universities financing consider quality and performance of human resources. The research concerns universities of economics and life sciences. Ewa Pączek and Paweł Wyrozębski focus - in their article - on the efficiency of administration units of higher schools. To this end they have researched the extent to which in Polish universities project management standards are used. And - in turn - Małgorzata Koszembar?Wiklik indicates the importance of the choice of media for promoting a university and creating its image. In this issue of the periodical the Readers will also find the analysis of the impact of gender and age on the employee - organization relationship. Katarzyna Januszkiewicz and Izabela Bednarska?Wnuk present this problem supporting it with the result of empirical researches conducted on randomly chosen sample of 2,274 employees of 40 Polish enterprises.
